For Herbal Medicine as mentioned in previous reply being a foreigner to gauge where it is it is opposite the main road where the famous white swan hotel is. You will not miss it. For your laptop I suggest you go to Tienhe area to the Tienhe computer center eg Buynow or pacific computer city. The metro station or subway right at the doorstep is Gangding station and refer to 3D map of surrounding area at the station hall to determine which exit. There are 2nd hand computer shops around there.
For common Herbal medicine there should be lots of small local herbal medicine shops around your hotel area to serve your requirement. Ask the bell boy for direction
